Township Line Storage Dam, Chester County, Pennsylvania
Overview: This Chester County structure was constructed in the early 1940s as a 35-ft high, clay reservoir dam for the West Chester Municipal Authority. It has been assigned to the high hazard category by the National Dam Inventory. In response to updated probable maximum flood predictions (PMF) for Chester Creek, the municipal authority decided to (1) raise the dam’s crest 5 ft for increased safety against overtopping, (2) armor the downstream face with gabions, and (3) reconstruct and enlarge the spillway. GeoStructures provided the geotechnical investigation for the project.

Dam analysis and rehabilitation
Subsurface information from nine test borings (performed along the crest and side slopes of the berm) was supplemented by index testing, direct shear tests, and unconfined compression tests on the compacted clay soils in the laboratory.
The dam’s condition was found to be excellent, and no seepage was detected. Stability of the heightened dam was considered under the following stages: end of construction, full reservoir, rapid drawdown, and long-term. GeoStructures’ engineers also designed the benching and blanket drain details and provided criteria for extending the spillway walls.
